At this point, negotiations stalled briefly with neither side able to concede.52

For two anxious days Polk heard nothing. Then on 25 July Rodgers reported that Carranza was willing to broaden the topics, but that he could not make the promise in writing or through Arredondo. Polk drafted the official U.S. reply to Carranza’s note of 12 July, pointing out that the United States firmly believed “that the powers of the proposed Commission should be enlarged.” The United States was willing to discuss withdrawing the Punitive Expedition and protecting the border. But, Polk added in a new, vaguely worded formula he hoped Carranza would be able to accept, Wilson also wanted to “consider such other pending questions, the amicable and friendly solution of which would tend to improve the relations of the two countries.” These latter discussions, Polk promised, would not be binding on either government.53

Once again Carranza hinted privately at better things while officially denying them. Polk, his patience with the negotiations exhausted, despaired. On 3 August he wrote Lansing:

Personally, I have a feeling that nothing is going to come of this conference. Carranza is acting with even more stupidity than usual, if that is possible, and I think when the Commission meets his Commissioners will decline to discuss anything until the evacuation of Mexican territory by American troops is disposed of.

Arredondo seems very suspicious of any suggestion to widen the scope of the Commission and has told people in confidence that he sees nothing for them to consider beyond the border difficulties. This also seems to be opinion of many in Mexico City.
